Moving or resizing oversized windows with the keyboard
Today’s large screens make this a rarer occurrence than it was back when 640×480 resolution was common but occasionally a window may open that is partly off the screen, including the title bar. With no title bar to grab with the mouse, a keyboard method is necessary to move, resize, or close the window. An example of when this might happen is when somebody with an 8 megapixel camera sends you some huge picture file. Then you can use a method that dates back to the beginning of the Windows operating system.
The keyboard shortcut Alt+Spacebar opens a menu that applies to the window that is in focus. The menu looks like this:

Enter the underlined letter in an action to invoke it. For example, to move a window enter “m”. A double-headed pointer will appear. Then use the arrow keys to move the window up, down, right, or left. Once the window is positioned, press “Enter”. To resize a window, enter “s”. To make the window smaller, press the right arrow key to select the right edge of the window and then repeatedly press the left arrow to reduce the size, followed by “Enter”.
Note that some malware can cause windows to be positioned with the title bar inaccessible. If you repeatedly encounter windows that are opened that way, be sure to do a anti-spyware and other anti-malware scan.
